The past few months have seen Beacon Transport Planning supporting a wide range of development projects, which we hope to be a reflection of a continuing uplift in confidence within the industry.

Projects supported include:

• Residential, retail and hotel proposals in Telford (supporting Telford & Wrekin Council, NuPlace, Lovell Partnerships, Hinton Group and Design Development Partnership);
• An application to vary permitted numbers at a children’s nursery in Barnet;
• A minerals application in South Buckinghamshire, having regard to possible interactions with Western Rail Access to Heathrow, Heathrow Express / High Speed 2, M4 Smart Motorway and Slough International Freight Exchange (SIFE) major infrastructure schemes (supporting CEMEX UK);
• A major development site with alternative land uses adjacent to Southend Airport;
• Minor residential development with access constraints in Madeley, Telford;
• A new primary school to serve increasing local demand in Forest Heath, Suffolk;
• A concrete batching plant in Sutton;
• Major residential development in North East Derbyshire (supporting Kier Living and the Homes & Communities Agency); and
• Proposed access alterations for a business park in Runnymede, Surrey.

We hope to continue to assist our valued private and public sector clients and to cover an equally diverse range of major and minor projects in the next few months and beyond.

Lovell Partnerships’ planning application for 92 new dwellings at Matlock Avenue in Telford, for which Beacon Transport Planning undertook a full Transport Assessment and prepared a Residential Travel Plan, has been given the go-ahead by Telford & Wrekin Council’s planning committee.

Planning officers have been given delegated authority to grant planning permission for the scheme subject to outstanding drainage issues being resolved, it having been suitably demonstrated that the proposed dwellings can be accommodated by the existing highway network without detriment to highway safety.

Beacon Transport Planning is providing support to Wandsworth Council in respect of a planning application made by the Council’s Design Service for a floodlit all-weather football pitch and changing facilities at Falcon Park in Battersea.

Beacon Transport Planning has prepared a Transport Statement to assess the site’s accessibility / connectivity by walking, cycling and public transport and to provide a qualitative assessment of trip attractions and associated transport impacts, including parking.

Beacon Transport Planning provided support to CEMEX UK in respect of two planning applications at West Heath Quarry in West Sussex: a periodic review submission in respect of an extant minerals planning permission for the main part of the site, as required by Section 96 and Schedules 13 and 14 of the Environment Act 1995; and an application to vary the conditions attached to a separate permission in order to provided additional time to work and restore an extended part of the site.

A Highway Safety Review was prepared and submitted in support of both applications, providing a review of existing highway safety conditions by way of analysis of recorded accident data and consideration of the impact of the proposed continuation of operations over an extended period of time.

The work undertaken by Beacon Transport Planning enabled the Highway Authority to advise that it had no objection to the applications.

A highway condition survey undertaken by Beacon Transport Planning on behalf of CEMEX UK has enabled a planning condition attached to a consent for minerals extraction, processing and infilling to be successfully discharged.

The survey, covering approximately 1.4km of highway, identified 67 existing highway defects and provides protection to the client against possible future claims for highway damage resulting from vehicle movements associated with the operation of the site.

The survey comprised a visual, above-ground inspection of the public highway, with a concise description, WGS co-ordinates, OSBG36 grid-referenced locations and photographic evidence recorded for each identified defect and presented within a survey report.  Defect locations were additionally plotted using detailed OS mapping, shown by appended plans.

The survey was approved by the Highway Authority without amendment.

Beacon Transport Planning is pleased to be supporting Lovell Partnerships and Telford & Wrekin Council, via its development management company NuPlace, in delivering Phase 2 of the Council’s £56M Housing Investment Programme.

The programme is due to result in the construction of more than 400 homes for the private rental market, built upon Council-owned brownfield sites.  This will both contribute towards meeting the area’s housing targets and also provide rental income to help fund Council services.

A planning application has been submitted for 92 new dwellings in Malinslee, for which Beacon Transport Planning undertook a full Transport Assessment and prepared a Residential Travel Plan following liaison with highway officers.
